React Table CRUD Web app

I'm looking for a Basic Web app to handle Bank Reconciliation Data which is currently done in Google sheets. It will involve adding few source data everyday, perform some joins and remarks tagging based on some conditions. Phase I: Use Case: Currently we use Google sheet to add daily Bank statements and update other transaction/customer details, Tagging, Resolution Status, etc manually. Data is growing so need a systematic solution . I need a Web app to have the following tabs (i) Inline Editable Table grid connected to Postgres DB with following features CRUD - Create - Add a row button, Add a column button, Add multiple rows via a file upload Read - Display Data from Database with pagination, Filtering, Sorting, Conditional Formating - Create additional Tabs to slice and show some specific queries, Duplications, Pending cases,etc. Update - Inline editing of all cells in real-time, Bulk updation on primary key via a file upload button Delete - Single row delete button, Bulk rows delete via file upload with list of row ID to delete Hosting: Deploy the App in AWS and make it testable Phase II: RBAC - Need a user login and details of who edited a row last should be captured ETL Data Pipeline (i) Data from Lookup files needs to be uploaded and stored (ii) Some ETL merge and validations to be developed. You have to only create buttons and action script to execute them. (Most of ETL here will be done by me. I only need a sample done by you so I can replicate) Database: Can avail any AWS instance on-demand. Currently having a PostrgresDB under free-tier. WebApp platform needed: React ,HTML, CSS only. Backend: Any JS framework that supports bulk updation API. Terms: After the functional prototype, if satisfied will assign extended projects in the same app To Bidder: Please share any reference design layout you have can do for this work. Any doubts message me here. I'm fine if you're tweaking any free templates online. Only need a functional app that meets the purpose. Budget: This is a hobby prototype to seek approval for larger project on my own expenses. My budget is only 3000-6000. I'm ok if you deliver late under this budget
