Please review and let me know if you have any questions. - Delete all users : This cannot be done. -Transfers all leads, accounts and opps ownership to a single user - Can be done using any data loader application. Why changing ownership of Opps when you are deleting them in below step? - Delete all opportunities - Hard Delete or Soft delete? - Remove all third party apps - Should be done manually and all references in existing components should be deleted before deletion of managed packages. - Restore all view to the SFDC default ones - Can be done by deleting non-standard view using Metadata API. Winning bidder will be used for future work. Bidders MUST have experience with salesforce crm.

i believe your requirement can be easily done by using apex code to clean up all your data. Step: 1. create a job to execute only once to delete all user, opportunity, remove app, transferring ownership 2. for the default SFDC, i need to know what the default state which you are referring to then we can decide whether to use code to manual cleansing.
