To be frank, this is not a small application which can be done under 1000 bucks. I have created dozens of such sales/commission apps. Also, I suggest to use web technologies for this application. So that your agents and zone managers can use it from mobile as well as computers. So please be practical while assigning this project to any bidder and understand that it takes more than a month with 4K bucks. if try to do it under 1000 then be ready to get incomplete software.
