Video-Speech-Recognition Captioning program

I want someone to design video-speech-recognition captioning program for the PC. The program should use the Voxcribe technology for doing its closed-captioning speech recognition. The design should be intuitive and simple. It should have an all-in-one design and user interface. The program should have an unmatched ability for caption creation and editing. The Voxcribe technology is noted for at least 95 percent accuracy.

These are some important features of what the program should do:

• Cutting-edge media-speech-recognition

• Auto time stamping

• Interactive time-line with audio energy display

• Spell-check and auto text formatting

• Caption splitting and merging with automatic audio synchronization

• Visual captions with graphically adjustable start and end points

Output formats:

• Subrip (srt) file

• Timed Text (xml) file

You can review how the VoXcribe technology is utilized in the free program at [url removed, login to view] The program that I desire should be built with an SaaS (Software as a Service) model in it as a future option -- but there should be an option for now in this first version to switch off this SaaS model function. For now while we test the program in different settings, we will want to be able to switch off the SaaS model function. The program should be easy to install on Windows XP, 7 or 8.
