Create an Animation to go with Medical Song

So we are looking at adding animation to this song on youtube: [login to view URL] It will be roughly 10 minutes long. Not needing complicated animation. Options are either simple 2D animation with focus on the face and body and drawing the nerves on the while the camera zooms in etc OR A 3D head model which will be in the background of the song and the nerves appear on there as the song goes on and zooming in of the camera to show each section, while the head is moving to the song. Please let me know which one you are able to do or BOTH if that is the case (say 2D or 3D). We have a very limited/ low budget for this so please take that in to account, as high bids will be rejected straight off. Many thanks.
