Convert a ipf file (that uses an image viewer) to a video file

I have output from a image capture device that captures 360 degree images in sequence and then stores them in an ipf file repository. This requires a viewer to view (which I have). These were taken by an inspection device which has a camera on each side that combines the images to 360 degree images (with some metadata).
I would like the imagery captured to be converted to a video file which shows the imagery being moved through, in sequential order. There is some metadata (such as location) which we would also like retained.
Video file needs to be one of:
MP4 (mp4, m4a, m4v, f4v, f4a, m4b, m4r, f4b, mov)
WMV (wmv, wma, asf*)
AVI
MPEG, MPEG-2
VOB
Other specifications:
Frames per second: either 24 fps and 25 fps
File size: < 1GB (files can be broken to smaller videos if required as long as sequences are labelled)
Frame dimensions: Minimum 720 pixels wide and 486 pixels high
I would like to do a test on some files which will provide approximately 3 mins of video.
