I like detailed requirements :) I have read and even played with the so called "public api" while it is public it is hardened with a recaptcha test. The endpoint expects a hash and of generated from the recaptcha plugin for each pkg_carrquery.prc_getdetail page call. I can only assume there are thousands of records to be scrapped - so even using human solvers services will cost a lot :/ Unless there is so no other away (sometimes those gov sites has ftp files that are publicly available etc.) there is no way to automatically extract all the data. It can be automated (the extraction) but the a human will need to monitor it and solve captchas. Beside that all looks pretty straight forward (the CRM) .
