Website Navigation Fixed

We have a website that needs the simple navigation fixed. We have 26 pages that have been being updated in the last week and now we have screwed something up in the navigation on a few of the pages but cannot search out the error.

If you go to the site "wbecontractor" you will see the green chair and it says "Construction Management + Quality Control". The nav for the site works within the pages well but if you go straight from "Home" to "Quality Control" on the orange hover main nav bar you can see we lose it. Hmmm.

#1 We have simple pages that are designed in one large jpg for the body of the page with one header and one navigation bar (we don't rely on SEO for our clients to search us so much so we use this simple design format where our creative designer can freely design without code to worry about)

#2 We use HTML with nothing fancy.

#3 We only know enough about HTML to get us into this situation where just a SLIGHT bit gets screwed up. I don't see how, because we use simple navigation ... but it happens.

NEXT - This next area is just for you to consider whether you can/want to be a part of. We will select someone who CAN move on in the next phase. Don't bother bidding it hard because that would not be fair to you to put effort into it when this bid does not include it. You could send a private message with some budget thoughts, etc.

We are interested in 2 additional bids that are NOT a part of this bid. We do not want to hold up releasing this urgent bid to fix navigation with the next phases, but we do want to select someone who is capable and creative enough to do the next phases.

A - We want to have the pages updated to new HTML constructs (isn't that what you call it? We keep getting messages in Expression Web software telling us that there are newer codes even for simple HTML that should be updated or not all browsers will be able to read this old template we have been using)

B - We want to creatively design the navigation to something more saturating for our image. We use the WBE logo that has an ellipsis after it [3 black dots ...]. The ellipsis is shown super bold on the front page. We also are redesigning all the pages to be crisp/bold/simple/modern. We think if someone could design some navigation that incorporates a theme of simple black dots rather than the one we have it would be awesome. It does not have to be across the top as it is now. We still will only have the 4 items on the main menu [Home, Construction Management, Quality Control, Contact] ... but will add a News page somewhere with blog and news or RSS or something (see C next). Flash is ok but we want to know how to add drop down sub menu items, or easily get you to update that since those change now and then.

C - Regarding the News section. Give us your thoughts. Simple, bold.
