Modify an existing site to complete functionality

I have an existing website that is in production that needs some functionality added to complete the project. This site is a very basic informational site that has been put together so far using Dreamweaver. It contains 1 template that serves as the header and left side bar of the site. The rest of the site should use this template to house the content. All of the content will be made up of images that need to scroll either vertically or horizontally. All additions to the site should be done using relative paths so that the site will remain portable. I will need to move the site to its final location when it is done and I don't want to have to dig through the code and fix all the breaks after it is moved.

The first task is to make the table background images scroll horizontally. There are about 7 background images that I would like to scroll through by clicking on the left & right arrows. The left & right arrows are currently on the site as .png images. I would like the images to scroll with a smooth motion and the images should be in a loop so that if you scroll to the end of the image list it will start over at the beginning rather than just stopping and having to scroll back.

The second task is to create links so that the main menu items will call up the content images. The main menu is already set up with 6 rollover images. When the menu item is clicked it should remain the rollover color so that the user has a visual cue as to which page they are on. This task will only include adding links to 4 of these. When the link is clicked the content image should scroll up from the bottom of the content window in a smooth manner and stop in its final position. It should also change the background image to its corresponding image using a fade effect. The background image will be one of the images that are already being used in the first task.

The third and final task will be on one of the content pages. One of the content pages is longer vertically than the content window. I would to add a scrolling function so that the content image will scroll down when you move your curser close to the bottom of the window and then scroll back up when you move your curser close to the top of the window.

I am open and somewhat flexible as to how all of this is accomplished but I think that it can be done using html, css, and java script.

The final task is to add a scrolling function to one of the content pages.
