Build me a website and App (adult content)

I would like to get a cost on the following project with ongoing support to keep it running smoothly. It will be an lifestyle adult dating site for select couples and singles to meet online in a fully verified environment. I DO NOT want it to be like Tinder / Bumble with any swiping features. I want it to be more of a social community but focused on adults only. I would like a desktop and a mobile app verson to work in tandem. Each user will have to create a profile with a his and hers information section (questions to come later) and have to be fully verified by the website owners (myself). They will be able to upload pictures to their profile (no full nudity but may be topless) and then once verified by myself they will have full access to the site. For Verification it will be a two step process that I have yet to decide on - MEMBERS WILL HAVE TO PAY TO JOIN THE SITE Inside the site there should be the following pages. Chat Room Private Messaging Event Page Top Rated Profiles (with reviews) (members rate over profiles) Third party vendor page - banner ads for links to websites with special promo codes Forum page - ability to create forum posts (Reply and Create New) Search members page (using location) (other members search other members) Local Listings Page (Searh for by City) Validations (to be shown on profile) and in a page (members meet other members) Contact and Help Page Travel Calendar Page - members can load where they are travelling
