As I understand you need create sort of proxy for UI so user could interact with app via internet? Did you need to make this system multi-user or only one user will work? Because of if you want more than one user play with one instance of app - this will not usable.

HTML rendering engine is rather complicated app. I recommend use chromium embedded CEF library as rendering engine, I can create that chromium will be called from DLL that works with your application. CEF Chromium has many files and takes about 200MB but it is full professional HTML rendering engine (used in google-chrome for example) and it gives you functionality to communicate to your application (in both ways) with javascript.
