I am looking for a reliable contractor to create a program similar to "Cut Logic 1D" there is more information here:

The basic purpose of the program is:
The user will input stock lengths of materials.
Input the required cutting length of materials.
The software will optimise the best fit of the cut length parts into the stock length parts.
The software will export the list to excel, create bar codes for each part too.
I have a few improvements I would like to make to the "Cut Logic 1D" program such as:
Add a small graphic icons that shows the profiles shape.
Different printing options that allow similar cut list items to be printed together or separately.
I would also like to make the user interface look modern and fresh compared to the "Cut Logic 1D" interface.
I would like for the program to be accessed by an online website with login and password feature.
Also if the program could be used on mobile phones too would be helpful.
I am after quotes for providing the whole program and graphic design.
