Wordpress Help Please - Why Do My Sites Not Load For Some Visitors? 2

I see my wordpress sites perfectly from home. From my office, they don't work at all. The stylesheet doesn't load and the images don't load, so it's essentially like plain text. I have asked others - some people see the sites perfectly fine. Others don't. I have read about some ISPs blocking wordpress, but this is a self-hosted site - surely they are not blocking all sites running wordpress? I am looking for some direction on this issue. Someone to suggest a fix that we can then discuss from here. I have considered moving the sites to a new host, but I am not confident that will resolve the issue.
