I need a designer to change the color schemes to this site: [[url removed, login to view]][1]

1. I need to have the horizontal bar at the top of the page and footer changed to a "cobalt" color

2. I need the background changed to white

3. I need someone to redesign the logo incorporating our insignia into it. The insignia has been uploaded. Some revisions may be needed.
