Convert PSD template into Flash XML website with CMS

I need a skilled programmer to take a very well organized and well put together PSD website render and convert it into a fully functional Flash website with XML and PHP functionality. I have done plenty of website design but have not kept my coding skills as polished as my design chops, so I need someone to take my vision and make it work. The website is a television production company website which will ideally fit the entire screen with a variety of jpg and swf backgrounds. It will include a portfolio with video functionality, news section, reel, showcase, contact forms with various upload functions, a possible client section and CMS for the XML files for easy updates to text, images and video. This will be a collaborative effort between the winning freelancer and myself, so we will have to go through a few rounds of notes that will be given by the client to get this project just right. Although I don't believe the workload will be tasking, I will need to retain the winning bidder for a period of a month to address the notes. Best of luck.
