Contest Brief

This is the second time asking to get a simple CSS website. I lost my money because the freelances could not understand my request.
DO NOT USE BOOTSTRAP or anything like that.
This is for a college assignment. REPEAT DO NOT USE BOOTSTRAP or anything like that.
ONLY use CSS and HMTL codes. Otherwise, I will fail my college assignment.
I should be able to get the codes and run it in the university website.
The website needs to be exactly as the file attached.

    You can COPY & PAST on any another website. My source file contain only HTML and CSS, i sured about my pure html and css code. PLEASE CHECK #23 , there have FIVE SCREENSHOTS of different screen resolution. Thank you
