Bubble Chart Creator/Circle Packing

I need a tool that will create vector-image Bubble Charts from a large list of data (n ≈ 1,000)

Take a look at [login to view URL] for an idea of what I mean.

The tool would need to:

* size the circles proportionally

* label the larger circles

* pack the circles using some kind of space-saving packing algorithm. It may make sense to pack them into a circle.

I note that Prefuse/Flare has some kind of capabilities in this space [login to view URL] - you might want to base your response on this, but I am v. open to suggestions.

This may be a web app, or a command-line app; I operate in an OS X environment.
