a Wpf Scrollviwer Just like Iphone scrollviwer

I'm using a WPF project need to use a Scrollviewer just like iphone. it can be Smooth Scrolling, and Friction.
I've already see so many example, But not any one I feel good.
I saw some example implement it, I try to change it, but there is a lot of problem.

2. In my Scrollviewer has so many User control, there is also has some button, I want it also clickable but ignore it If user slide it to large position(Just like Iphone)
