Convert simple 2D drawing to AutoCAD native file format 2D

I have a simple 2D drawing in pdf format that I need urgently converted to AutoCAD native file format 2D (dwg) format.
Must be created in Autocad from scratch. I need to be able to open it in AutoCad 2009.
Notations and dimensioning required besides the actual drawing.
Purpose of this conversion is so my machine shop can open it in mastercam.
There is other future work as well.
Winner MUST have the ability to chat on skype to discuss.

Please ignore the previous file Base+PlateR3. The machinist was able to work off that pdf so i do not need it any more.
However, I do have another piece that needs to be converted the same to dwg from scratch. See attached "Clear BoxR3"
The tricky part of the conversion is that the small holes need to be taken from the dxf i have provided and placed into the new original file. The hole locations will have to extracted from the dxf, please check that you can do this? Once you play with the dxf you may see the problem.
So again, what i require is this new file created in dwg format from scratch with all views / notated. If you can also offer in .IGES and .C4D would also be nice.
