Animated Comic Website

I need a website just like this:

I will have the comic panels and the audio produced separately, what I need you to quote is the automatic scrolling, the animation (left to right in some panels, right to left in others), the animation of the elements over the panel (like the helicopter, the lamp and the sound effects), the fixed position of the text boxes over the panel, the audio synchronization and the overall production of the site.

The example is 8 panels and some of them don't have a secondary object. My project is 5 panels and all of them will have a secondary animated object and a textbox.

I would like to discuss how certain effects are achieved like the helicopter and the lightning. Are they just several images? Video? 3d animation?

If you can make it so that I can easily change the panels to create new episodes of the comic by myself tell me in your quote, I'm willing to pay more for it.

Has to use HTML5 and/or CSS3, not flash. Has to work on mobile devices. (although the example doesn't, don't know why)
