Build a Minimalistic Website

Hey,
I am looking for someone to help me create a news website.
The website has three main pages -
1. The website homepage where browsers select their location (only Australia - see file 1)
2. The Australian news page (see file 2)
• On this page I want there to be a twitter like feed of news headlines with
the date and time of upload.
• I want the person browsing to be able to click on the news headline
which will link to the story on a separate page.
• I want the person browsing to be able to scroll down through the
whole feed until there are no more news headline.
3. About section containing purpose of website (see file 3)
I want the website to be purposefully simplistic and minimalistic – with black Times New Roman (or similar font) on a white background.
Once the outline of the website is created I want to be able to manage the website and add news stories myself in the form that it has been created in.
Please see attached files for draft website design.
I have already purchased a domain name.
