I am looking for someone to build an android app.

It will allow a user to upload photos that are georeferenced to the nearest city based on GPS from the phone.

Then other users who are looking at the photos can rate them on a 5 star system.

Databasing of images is imparative and having a map that users can look at the average star rating of the images from that city and can view them based on ranking. I have development servers and need someone to write the app to report back to the database server.
