Create an installer for Office 2003 / 2007 - Add-in C#.Net

We have developed with C#.NET 2008 a plugin / add-in for Outlook 2003 email system, which will quantify and qualify the services performed by employees of our company.
It's all working fine at the developers machine, but we had only this problem when trying to run the application at the users machine:
Could not load file or assembly 'WordReport, Version = 1.0.0.0, Culture = neutral, PublicKeyToken = null' or one of its dependencies. Failed to grant permission to execute. (Exception from HRESULT: 0x80131418)
We fail to create an installer for the reason that Outlook is full of restrictions, for obvious safety issues.
We believe that someone can help us create a HowTo Manual or implementing a installer inside the project for office 2003 and 2007 if possible.
The reason is because we do not have enough know-how to create an installer.

Do you use Shared Addin or Visual Studio Tools for Office (VSTO)? Different method, different handle for creating the installer. I am able to handle both.
