Auction similar website

I need someone to help me make functional this website [url removed, login to view]

1- I need the MAKE OFFER forms to be functional.

Example : Make an offer to buy a pair of shoes.

a) John submit an offer of $20

b) Martha submit an offer of $35

c) Carlos submit an offer of $10

First- They will not be able to see each other offers.... Only me! (The web administrator) for this reason they must enter their best offer...

Second - in this case I will pick Martha as the winner

I want to be able to collect those offers and exported to an excel doc or see it in a back panel so I can see who offered the biggest offer. Better if I can get them in order from the highest to the lowest offer.

2- I need like an admin panel or some sort of system where I or the seller can create and manage this offers an get them posted in each category.

3- I need a members area

In the footer of the website there is some screenshots of the kind of user interface that I'm trying to accomplish.
