Classifieds Script (Preferably OSClass) for Room Rental Website

We are looking for a developer / developer team for our free classifieds website. We are planning to use OSClass Script, but if you have any other suggestion you are more than welcome.
The hired developer / team will be responsible for designing the site's theme and develop / customize the script.
The chosen script should be compatible with UK Address System ( a sample api can be seen on this address [login to view URL] ).
The hired developer / team will provide a timing plan for the delivery of the project.
Regular reporting is essential.
Payment will be released once the project fully completed.
