Create Mobile Analytics System

We're looking for an experienced programmer / team to help us create a mobile analytics platform. It should be written in PHP/mySQL. You should also have experience with javascript/ajax for UI purposes.
We'll provide you with access to a simple external API which will be used to pull in mobile device and carrier information of unique visitors to then be stored by our system.
This information will be displayed and broken down in a variety of ways for viewing through a unified dashboard along with seperate reports for individual breakdowns.
The system itself needs to be lightweight and fast enough to be capable of scaling to millions of unique visitors per day.
Having personal experience with affiliate analytics in general, mobile analytics, and UI design are a definite plus.
This project will be just the start of things and upon completion we will need additions made to it along with on going maintenance.
