Convert Documents into Automated Decision Tool

Overview: Build the frame-work to enter multiple Product Matrix which will be provided, and design a web based automated decision maker using the guidelines featured in the product Matrix.
The Problem: Each day I recieve as many as 10 different Matrix that need to be reviewed one at a time. It is both time consuming and confusing. I want to enter the data one time and have the system do the work in the back ground.
End Result: Using the Web Based forms I will be able to enter the data one time and the system will match it will the Matrix in the back end, to provide me with the different options. It will also tell me why it did not fit some of the Matrix. I will actively help develop the guidlines with the programmer and I will also help with the interface. I need the ability to edit all data fields for ongoing maintenance.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

I want the product to be fully capable of running on IE. If not too difficult other browwsers would be great but not neccesary.
