Create 4 x web sites - using Domino, CSS, HTML and Javascript

I am interested in getting a "make over" for a couple of web site that I have, that have recently been hacked :(
Site 1 - Company that develops activity (ACT) monitoring software for servers.
Site 2 - Community portal.
Site 3 - A network security company
These site had very high ranking in Google & I need to get the home pages back up & running so I do not loose the Google rankings.
I want you to pick just one of these domains and create the .css, a company logo, a favicon, a home page, a contact me page (including the standard fields - Firstname, Lastname , email address , how you found us (Drop down), comments - I will be using Formmail to get the values from this forms fields to a inbox & I can organise the formmail myself thru. my own host, but you will have to "demo" this working on the finished page.
The most important part of the engagement is the design (.css, Logo, Icon) & I need to be able to scale up these sites, so eventually they will have links to many many pages - like a FAQ page & a List of Clients page & a links page etc. etc. etc.
I want the top menu to use javascript to allow me to have drop down / fly out menus with an icon for each page as mentioned above.
I want to use Google ads. on the pages, so again I want this as an include file, so its going to be easy to add to future pages.
Can you pls. provide me with examples of other sites which may be similar (no .php or .ASP etc. - html only with Domino Database for persistence), how you want to be paid, terms and conditions etc. & obviously an estimate of costs & a hourly rate for the new pages I will want to add in the near future.
As the data is now stored in IBM Domino databases, only people who send a email with a link to a domino web server that they will use to develop the sites and allow us to 'monitor' the day to day progress of the engagement will be considered - this is a mandatory - if you do not include a link we will not consider your bid - pls. don't waste your time or our time replying.
