Client's cars works records from a car garage

I have a car garage (oil changes, brakes, etc) and I wish to keep a record from any work we have done.
The primary key should be the? license number, not owner because cars changes it's owners.
i.e.: A client come to my garage and I only typing its license plate number con tell him:
"Your Ford? Escort? last time was here in october 15th of 2008, then we changed the engine oil and the spark plugs, at this time the car had 120.000kms.? Previously at 96.000kms in january 2007 we changed the tires.. etc"

That's all, it must include those fields:
license number (primary key) with search button
make
model
name
telephone
previous records
actual jobs (with "add those jobs to records" button)
There's a thing: software should always add the date? in any record, but for diferents reasons it can't be? provided from windows because it's? wrong. So,? the software must have it's own date.
THE SOFTWARE MUST BE IN SPANISH, I will give translated words for each field.
I don't care about the background, i mean about programming lenguage, tecnology, database kind or whatever, it just must work in any computer, in fact it's PIII 800mhz with XP computer.
One more condition: database must be exported to an excel file
