Audio box with high frequency levels

I am looking to design and build an audio box to install inside shops. This audio box will transmit a sound that is not hearable by humans or animals, but only by the smartphones: Android phones and the iPhone.
The audio box must have an adjustable strength of distance: anywhere between 50 to 100 mqs. It must have one electric socket (european style). The audio box will be attached to the wall on the sides and not on the roof, so this must be taken into consideration.
The box has to be as small as possible and should not cost more than $30 when producing at 100 per time.
The box should also have an adjustable frequency rate to allow us to produce different tunes for each places. You will also be working with our team to integrate this system with our apps.
