I need a database to be created that tracks, records & reports how often specified files are selected by customers on a website.

The most highly selected files automatically rise in ratings, files that are viewed infrequently drop in ratings. Each files current active rating displays on the website, to help customers determine what's popular....and what's not.

Also need the ability for customers to refine their file search by country (eg, most highly viewed file in Canada) or by category (eg. water sports, mountain biking)

After viewing, I would like the customer to be handed a tablet where they can rate the file they have just viewed on a dedicated webpage. Their personal rating instantly affecting that files overall rating within the database, and online.

New files will need their details entered into the database by authorised personnel, to they can become live and accessible to customers, and be able to begin being rated.

This project will be ongoing, and could provide an ongoing revenue stream for the right developer. But for now, just need to get the basic framework operational for testing.
