Coova hotspot solution

I have a hotelproperty management software and need a wifi/hotspot management system to integrate into my locally installed software (database sqlexpress). I have some hotels with max 30 concurrent users and some with requirements of upto 200 concurrent users. I need a captive portal with an administration panel to design packages by duration, create vouchers. Billing can be by customers getting access by choosing a package and posting charge to room or buying a voucher (via cash at front desk) or buying package via credit card. There needs to be some data download limits and monitoring features as well along with website log,

authentication in case of room posted charges needs to occur via communication with hotel database. For routers i can flash them with ddwrt or coova etc but need the captive portal to be created.

I can provide the hotel database structure for integration/authentication.

Each of these hotspots will be set up locally at individual sites, where packages will be different, payment gateways will be different. There should be a central administrative site to monitor the connectivity and performance data of various individual hotspots and the ability to change the local admin panel settings remotely. Prefer backend coding in c# but open to other ideas.
