WebRTC (web+native) high bitrate video streaming POC

A proof of concept for sending a high bitrate video stream from an Android device to a web client with WebRTC. The stream should be sent at rates higher than default rates. The connection is one-on-one.
For this project, you can stream from a camera, a file or a synthetic frame source, it doesn’t matter as long as the resolution is HD or higher.
This project is for developers with prior experience with native WebRTC on Android. Please answer the questions below if making a proposal.
Requirements
Should stream peer to peer
Send HD video at bitrate of 5Mbps or more
Support Chrome, Safari and Firefox on the receiver end
You can use your preferred signaling/STUN/TURN, but please discuss your choice with us
Android part should be built for Android Studio 3 using the official Android native WebRTC libraries ([login to view URL])
Web part should be client-side only
Source code should be provided, please discuss any closed source libraries that you are planning to use
Assumptions
You can assume that network bandwidth is higher than the required bitrate
You can assume the Android device is capable high-end device with hardware codecs for VP8/H264
