I am looking to have a website developed that geo-targets rental properties to only show properties in four zip codes.
I want to allow landlords to post their rental properties including pictures, descriptions and contact information. They must be allowed to fill out a form that populates a standard page with information that they then approve (for example, what you do on craigslist). Landlords must register to use the site. I would like to have google map incorporated to each property. And I want to be able to show one featured property at the top of the page. All webpages (except homepage) should be able to sustain google ads.
Renters will be able to view listings free of charge (without registration). The properties should show up one page with latest at the top. I need for renters to be able to search by criteria: bedrooms, price, how old listing are, etc. I would like the ability to allow renters to sign-up for weekly emails that show new properties and news.
This has to be designed with the mindset that I have to manage it and I have little to no website experience. But I need to makes changes, etc.
This has to include website design (with my approval) and programming (in a program that I can manage). I would prefer to be able to talk (via email is fine) to further flesh out my concept to turn this into a concept. Must be good at SEO.

Very small budget (this is my first time doing this and I have no start up cash) – only a few hundred dollars. Must accept paypal. Will pay in full upon completion of project.
When project is done I will pay for hosting but you must help me to get it live.
