Magento - Amends to home page including the integration of a new header

I have a series of amends to be done for the homepage of a Magento store. I will provide original graphics and the specification of what needs to be done. The Magento store in question has a fluid theme. Your work must be tested and function on all major browsers, tablets and mobile inc. IE 8+. These amends include -
- Integration of new header including the display of a featured product
- Relocation of the search bar
- Removal of existing blocks within our theme
- Home page to display popular products
- Layout of products on the homepage including new add to cart button
- Amends to footer
- Addition of three custom content blocks
