Fix javascript preloader on website.

We have a preloader on our website, and every 1/5 times it freezes, page never loads. Need to resolve freezing issue and also add a 4s max timeout to the preloader.
There's also 2 minor fixes:
-Need to add a cursor-effect while on preloader screen (we have the code, just need to integrate on loading screen)
-need to be able to link directly to a section of the website from remote page. (#about for example) right now it doesn't start in correct location.
Budget is $25 for these fixes.
