.NET - Cost summary displayed based on single uploaded CSV data file.

I need a .NET website built that allows flexible reporting based on a single CSV file that is uploaded via a file selection box. The website needs to look great and its usage needs to be very intuitive and obvious without reading any instructions. The purpose of the website is to summarize the costs of items detailed in the uploaded CSV file.

Operation of site:

A single CSV file is uploaded by the user using a file selection box. After this, a table is displayed, showing cost summaries, based on the csv detail records and reporting options selected. The user can upload a new file at any point and the original data is cleared out.

This website needs to give the user the ability to report total dollars ("Value") based on one or more of the following categories:

"Instance"

"Category"

"Sub-Category"

"Name"

"Usage Date"

So for example, the user might just want to see the “Value” for “Instance” only

Or the user might want to see the dollar value for each of the "Category" items

Or perhaps a dollar value for every unique combination of the 5 items above.

As a minimum the results would need to be displayed sorted from highest cost to lowest cost. Preferably all columns could sorted by the user. If a pie chart is also shown that could be handy, but not essential.

No other columns of information would need to be shown on this website apart from the 5 mentioned above and the dollar value

Notes on the CSV file (attached sample):

-The csv file contains a rates section and a usage section. Both are in one file. These will not be uploaded separately.

-“rate” is multiplied by “consumed” to determine “value”

-The csv file will vary in length.

-There may be any number of redundant rows between the 2 sections mentioned above that will need to be ignored.

-There could be extra columns in the csv file and the columns could appear in any order.

-column headers will not change.

-Some of the "instance" entries are very long. Only the very last part of the after the last "/" needs to be used for reporting.

-The “Rates” and “Usage" lines in the csv file immediately above each section will always be there and will not change.

-“Meter Id” is an extra column I have included, that is probably not useful. So if it doesn’t look useful, please ignore. It certainly doesn’t need to be reported on.

Please tell me a little bit about your approach to this problem, including language, frameworks, and mention some of your relevant past work, you are much more likely to win the bid.

.NET code only, scalable code since it might get 2000 simultaneous visitors, simple, beautiful design, If someone is good at using reporting frameworks and can also throw in an option to produce a pie chart for example then this could be really good.

All constants/ magic values, including row headers, screen labels, search items in the csv file, reporting headers, etc need to be included in a single place in the code for easy editing. Please mention darwin at the start of your bid so I know you have read this.
