PSD to HTML (Using best practices)

Second, I am only looking for developers who are available to start the project immediately.
I have 2 psd's that need to be converted to responsive HTML. Here are requirements, please look through this before bidding.
1. Must use HTML 5 and CSS 3.
2. Use of flexbox and Grid NO BOOTSTRAP
3. Use [login to view URL] or similar for the carousel/sliders.
4. Use of relative sizing ie. no PIXEL, you must use rem/em (and only pixel in few cases)
5. Must be accessible ie. focus elements when tabbed (but removed on mouse click ie. use of [login to view URL])
6. SEO friendly code.
7. Must be good at animation / transitions
8. Use Javascript in areas where CSS 3 is not available but don't use JS just to use JS.
9. MOST IMPORTANT: Clean and well documented code that passes tests and looks great.
I am looking for someone I can have an ongoing relationship with. I run an agency in Washington, DC and there is lots of work available.
Turnaround time on this is quick.
You will be given both .psd files and all necessary instructions.
