simple Web based platform needed -- 2

We need a simple web-based software

Basically, we will storage our email datas by this web-based interface online.

- you have to create database (sql, mongo or any other which is the best suitable for)

- you have to create interface (to upload, download, list, delete or rename)

Details are as follow:

- A platform that managing the email lists in one place

- Every email shall be unique. the same email shall not be repeated.

- An email can be in more than one list (so list names will be tag, not topic)

- During upload of a new email list, the new label shall be indicated or an existing shall be choosen (both could be done at once).

- During upload of a new email list, if there is any email exist in the database, it shall not be added to database again but the label shall be added on this email.

- username and password must to reach the platform.

- create tags (labels)

- ability to upload email for one or more tags

- Querying, listing and downloading emails belonging to one or more tags

- Listing the emails more than 1 tag

- Strong syntax check for email correction

- warning for the emails that must corrected

we have a detailed project in our mind and we need a base system (which is this one) to stand on. The target is to manage our emails first.

The platform shall offer flexible operations and not strugle us to manage our lists. For example: we shall change the name of labels, or list the emails regarding label or labels as "label a" AND "label b" together, queries shall be flexible as showing the emails labeled more than 7 labels, removing label from an email or emails shall be as easy as just one click etc.

You may let me know what is missing in my explanation and give me a fixed price regarding that please.
