Data entry and lookup for 1K emails, names and segments

Hello,
This project is to search the web and collect 1K-2K email addresses of C level people from various companies which we will provide names for.
Data should include emails and names of key personnel from the following segments:
Utility (electric) companies Europe (Germany, UK, France, Ireland, Sweden...) - at least 50 utilities
Utility companies in the US and Canada - at least 30 utilities from major states
Online newspapers Europe and US
Leading "Smart Grid" sites
Leading "Electric Vehicles" related sites
All vehicle manufacturers in Europe, USA, Japan, Korea
Leading review sites (gadgets, electronics....)
Project will have two stages, first stage is to prepare a list of all segments above and the related companies /sites you plan to include. We then review this list and if approved you will continue to collect actual data for each company in the segment.
Second stage will be to collect data of C level for each company including email address and full name and title.
List will be tested and approved people by us.
