Animation Creation in Jquery / GIF or Flash

I am interested in converting our very small Flash animation to xHTML/jquery combo or animated GIF or even Flash. This animation later is to be used in a wordpress site.
This project has two tasks:
Task 1: It's a swirl that you will have to create from scratch, I do not have it's source code. Swirl rotates on page load and then just stops.
Task 2: Swirl loads as an image in the background. There shall be a few clickable images appearing on top of Swirl(hyperlink able). On mouse over pictures zoom and on click will redirect to some content holder.
*** I want to be able to edit the elements with any editor free software which we cannot currently do without a commercial Flash editor.
