Convert an old FrontPage/ Dreamweaver website with Flash content -- 2

We have a 20 year old website, still running today and only recently discovered that most of the flash content will no longer be supported by browsers. There are close to 100 animations and the entire site is still HTML4.

We are hoping to find someone with experience in converting these types of sites possibly using Adobe Animate and Dreamweaver, unless a better tool exists.
