Create a program to transfer files uploaded to a Google Site webpage

We have an Intranet site built and hosted using Google Sites. As part of this Intranet each week users upload documents to various pages using the Document Library template. We need a way to collect all of these hundreds of documents (95% PDFs) uploaded to and stored across about 80 different Document Library pages on the Intranet and copy them to our corporate in-house server for back-up and reference. (see screen shot of example one Document Library page)

We also want to be able to disable the 'Delete' button on the Document Library page so users can upload and view documents but cannot delete them.
