Looking for someone to redesign and reprogram a website

I current have a website that is a classified ad site that sells RV's. The site is currently wordpress. The inventory is provided to me from a supplier via a CSV file that is updated every 15 mins. I log into their site and can download the site.
The site does not function very well right now so I am looking for a GOOD designer/programmer to get this function working properly. What I need is the site designed so that the items are displayed well on the site (I want it to look something like [login to view URL] as far as how the pics are displayed and layout of the listings). The photos are hosted by the supplier so I do not need them imported each time.
I want the site to update by itself about once every hour so that it downloads the new CSV and removes any items that are no longer for sale and add any new ones.
I also want to turn the site into a membership site where users can register and pay for a monthly membership and bid on the item. It only needs to email us bid, It does not need to actually place the bid with the supplier. It does not have to stay wordpress but if so that is fine. Please only bid if you feel you can complete this correctly.
