Looking for website UI designer

Good day.
I am looking for a skilled front end web UI designer to help improve and style our website more professionally and stick to latest trends. The website is for a software program we have developed. I would like the designer to provide ideas and suggestions to improve the look and feel of the site. Quality is non negotiable. The website is lacking flair!! I would need assistance with new and improved PSD page designs, imagery and better flow. I am not looking to rebuild, but rather improve what we have.
Some of the tasks i believe would be:
- Improve layout, alignment and placement of text and images
- Improve headings look and feel
- shadows and pop ups/hover boxes
- Colors of text and background colors
- Bullet points and styling/presentation
- Better icons and images
- easier mobile navigation
- Improved navigation bar
- Improved Footer
- Add 4 new pages and designs
