Upgrade website from PHP version 5.4 and 5.5

We have a website built using PHP 5.4 and MySQL. It is hosted using IIS on Windows in production.
PROBLEM AND BACKGROUND
On one page of the website an API call is made to Salesforce SOAP API. Salesforce recently stopped supporting communication on TLS 1.0. When this happened, the following error started being occurring:
PHP Fatal error: Uncaught SoapFault exception: [sf:UNSUPPORTED_CLIENT] UNSUPPORTED_CLIENT: TLS 1.0 has been disabled in this organization. Please use TLS 1.1 or higher when connecting to Salesforce using https
In order to solve this issue, our understanding is that we need to use the following parameter when constructing our API client:
'SOAP_SSL_METHOD_TLS'

However this parameter was introduced in PHP 5.5 and we are using 5.4.
We installed PHP 5.5 so that we can use that parameter but now our calls to "mysql_***" (e.g. mysql_query) do not work. This is because support for "mysql" was dropped in PHP 5.5 in favour of the "mysqli" library.

THE REQUIREMENT
The requirement is to get the website working again so that the SOAP call to Salesforce API works as well as the calls to the database.
If our understanding is correct, this will involve making the MySQL calls compatible with PHP5.5 and also making use of the 'SOAP_SSL_METHOD_TLS' parameter so that the API calls are made over TLS 1.1+.
Alternative proposed solutions will also be considered if you know a better way to achieve the requirement.
