Ckeditor - javascript development

We are looking for a developer who knows ckeditor and javascript very well.
Please look at the 2 png examples of layout. The ckeditor is to be used for the part between header and footer.
It should be all responsive.
We want widgets or plugins to enable us to approximate this layout, with some ‘tricky’ elements:
• text over image, in a responsive way
• Is it possible, in a safe way, to integrate parameterized function calls within ckeditor? (using ‘insert’ for instance)
• Can we have ‘overlays’ of images, one over another?
We want templates of widgets/plugins that we can reuse in many places.
Basically, we want to use two kinds of widgets:
• first kind should be dynamic with content (all titles, text, links and images should be flexible when adding this kind of widget)
• second kind should be static (a 'global' widget, content is filled out once. When adding this kind of widget, the same content appears)
Both kinds of widgets exist in multiple 'layouts/versions’, as you can see on the designs.
