PSD 2 HTML full time developer for ONE month

Need to hire a HIGHLY COMPETENT and EXPERIENCED psd to html developer for one month project on a FULL TIME basis. We are a tech firm in business for over 23 years. We are looking for the right person/company to do the work that requires a higher skill level than we have in house. This is a serious project and no B.S. is allowed or tolerated. We simply do not have the time or desire for any level of DRAMA or TRAUMA.
the developer is bidding for a ONE MONTH FULL TIME EMPLOYMENT AND WILL PROVIDE 2 to 3 PAGES OF COMPLETED WORK PER DAY. we will direct a slect number of developers to a site which contains some of the work already done by us.
Project Requirements:

----------- MUST MEET WITH PROJECT MANAGER OVER SKYPE AT LEAST 3 TIMES / WEEK WITH WORK PROGRESS REPORT. Meeting time will be in the morning hours of U.S. eastern time. -----------------
1. NO time wasters and chronic LATE comers. (people, sick, accidents, divorces, connection issues, earth quacks, floods, monsoons and hurricanes, etc are included in NOT ACCEPTABLE category). I hope this is CLEAR.
2. NO money will be handed over until the entire project is completed on time. (money will be escrowed and the condition for release is 100% - full functional results). No exceptions or excuses on time & money issues.
3. Must have full communications gear (WORKING --->> headset, Internet connection, computer system and software) to complete this project.
4. Ability to change our design work as instructed (You will need CS5 to view our design work) and make corrections when necessary.
5. Must be highly skilled in html 4.01 strict, xhtml 1.0 strict, CSS3, W3C validation of both CSS and html.
