Need to make our site/app responsive

We have a web app which is built using standard HTML / CSS / JS and using the vue.js framework.
The site is already built and works in Chrome / Chromium in 1920 x 1080 resolution.
We need this site to be fully responsive for all desktop sizes (not mobile) and cross-browser compatible.
At successful project completion, we will discuss building a mobile version as well.

Note: There is a screening question which asks to describe your approach in making this site responsive. Please answer it as thoroughly as possible. I will be sharing your answers with the developer who built the app to determine the best candidate. For example, what is your process? Will you be setting breakpoints? Do you use the most up-to-date methods, flexible containers? Do you use css pre-processors, etc? The more detail you can provide the better
