WebGL app using a heightmap

Hello,
I'm in need of someone knowledgeable of [login to view URL] or other WebGL libraries to create a simple app; it should essentially render a heightmap (with its other associated maps like color, normal, etc.) and have a few places/pins on the map for different locations that can be clicked to display information and downloads on a sidebar. It should securely connect to a database containing the location on these maps and coordinates and information for the pins, that way it can be easily updated or used in different pages for different maps.
The website this will be hosted in uses Django and PostgreSQL. I can create the necessary models in the database, so I just need the [login to view URL] application. I can provide you with some heightmaps and associated maps for testing.
The only example of something remotely similar that comes to mind that has been done before is the old Middle Earth map that was created for the Hobbit movie a long time ago. That of course had a whole video game to go with it in the browser and was on a much larger scale, but I only care about the aesthetic for the world map.
